Bellingham's approach emphasises iterative collaboration with AI tools, as one official explained to OPB: "There's nothing wrong with asking AI: 'Build that process for me, talk me through that process'... we worked with it to build the vision that we saw." However, fundamental questions about public disclosure of AI-generated content remain unresolved.

The situation illuminates broader challenges facing government AI adoption nationwide. A recent survey revealed that nearly 80% of state and local IT directors express concern about insufficient regulatory clarity surrounding AI implementation. This regulatory vacuum creates potential risks around transparency, accountability, and public trust. Washington's experience mirrors global struggles to balance AI's efficiency benefits with democratic principles of open governance and citizen awareness of automated decision-making processes.
