Employees are racing ahead with artificial intelligence at work—often faster than their IT, legal and risk teams can keep up. The result is Shadow AI: the use of AI tools, models and agents without explicit approval or oversight. Shadow AI is not just another iteration of shadow IT; AI absorbs, transforms and generates data in ways that can create outsized security, privacy and compliance exposures. Shadow AI is a symptom of progress, not merely a pathology. It reveals unmet user needs, sluggish tooling and unclear rules. Attempting to stamp it out with blanket bans rarely works and can even make things worse by driving usage deeper underground. The better path is to compete with Shadow AI: deliver sanctioned tools that are faster and safer than the consumer alternatives, backed by contracts, data-residency options and audit trails. Then, pair these with crisp policy, hands-on training and automated safeguards at the browser and network edge.

From a governance standpoint, treat every AI interaction as a data-processing event with traceable provenance. That means logging prompts and outputs for sensitive workflows (with appropriate privacy controls), classifying data before it leaves your boundary, and enforcing least-privilege access to model features (e.g., code-execution, connectors). Anchor your programme on recognised frameworks—NIST AI RMF and the Generative AI Profile for risk functions; ICO guidance for lawful basis, transparency and DPIAs; NCSC/NPSA guidance for secure-by-design engineering. Build a repeatable review board capable of approving new AI tools within days, not months—speed is a control in itself because it reduces the temptation for staff to go rogue.

Finally, assume adversaries will exploit the same tools your teams love. ENISA’s threat-landscape work shows AI lifting the ceiling on social engineering, misinformation and speed of attack. Your defences must therefore recognise and throttle risky AI usage in real time, not only on paper. Organisations that align user incentives with secure defaults—making the secure path the fastest path—will harness AI safely and outpace competitors.
